It just occured to me, a better way of handling this would be to simply give everyone in the campaign three 0-level orisions appropriate to the diety and have the skill Knowledge (Religion) be considered to always be a class skill.

That would also help define the different cultures. A culture that could cast cause minor wounds would be very different from one that could cast cure minor wounds

That would give the flavor needed without the over-power concerns.

Thats essentially what I did. I created a feat that allows any character to take an Orison and cast it wis mod times per day. This represented the favour of ancestor/totem spirits and the characters ability to use basic prayer-spells

Yeah, if you're going for "anyone with sufficient Wisdom has a connection to the Divine strong enough to cast spells", rather than "anyone with sufficient Wisdom is trained as Holy Warrior", then this works a lot better. Though if you do go with the "1 level of cleric" is common, it would seem quite likely for those without the Wisdom to end up with at least a level of Archivist (if they have a positive Int modifier) or Favored Soul (if they have a positive Cha modifier).
