Playing Dhampyr

It looks like the Mist Form feat is a get out of jail free card (aka "evade death" once daily). In the initial designs that were advertised to playtesters and the general community, these sort of powers were reserved for Epic tier. Frankly, this power stinks of SPLAT.

There is a Level 10 Warlock Daily Utility called Shadow Form that allows you to become insubstantial, gain fly 6, and can't take standard actions, all as a minor action (it also lasts for an entire encounter or 5 minutes). Mist Form allows you to do so as a standard action, though you gain a +2 bonus to your speed and can hover; however, it costs a feat, has to be sustained, and doesn't allow you to attack at all. This is hardly power creep IMO.

I beg to differ.

One is reserved for a Warlock at level 10. The other can be taken by anyone at any level.
 



I'm wondering if (read: hoping that) we're getting a pile of bloodlines in the PHB2.

That would be simply awesome, and one would think completely do-able. The PHB2 won't need nearly as long of a section for combat rules (maybe some variants or new rules, but nothing huge), which leaves plenty of space for stuff like this...one would hope!

I'm a big fan of bloodlines being done in this matter. Coupling this with the kickin' use of MC feats for weapon specializations from that gladiator article, and I'm beginning to think the feat* system of 4E is probably its greatest virtue.

*although I still don't think they should be called feats, but that's a personal nitpick :)

Why? Insubstantial still takes 1/2 damage, and it doesn't have phasing, so you can't squeeze through the crack under a locked door.

It does grant fly several levels earlier than the wizard power, but a flying wizard can still make attacks, and the Mist Form power removes all offensive capability.
 

It's a nice article all around. And thanks for the clarification on how Savage Bite is supposed to work.

In my own campaign, I'd make the minor house ruling to allow a druid to take Blood Drain as a Beast Form attack (and let him ditch most of the vampire fluff if he wanted.)

Can anyone suggest a reason that Blood Drain shouldn't be Reliable? It seems a bit silly that a two-turn, low-damage attack (even with the fairly useful secondary effect) would be lost on a miss. It's a great way to make someone feel like they've wasted a couple of turns.

A quick search in the Compendium seems to indicate that there are no Reliable Encounter powers. It may be a design principle they are unwilling to violate here.

Not quite entirely true as there is an Epic tier feat in Martial power that allows you to make any encounter power with a single target and single attack roll reliable, but I agree they probably did not want to change the basic no reliable for encounter powers rule.
