It's about the naming more than anything else. Being able to allow others to flank is fine, but calling it a 'power' is a misnomer. It should be called a manuever or something different, otherwise it sounds magical or mystical.

I suspect "power" is being used in these blogs and reports as a generic term for maneuvers, spells, stuff like turn undead, and generally anything else that a PC can do sometimes but not every round.

Possibly. Unfortunately it makes 4e sounds like Superheroes on Ice or something like that, which turns a lot of people off 4e. Hope you're right, though.
