Fox's Cunning (Wizard)
Eagle's Splendor (Sorceror or Bard)
Owl's Wisdom (Cleric, Druid, or Paladin)

Umm... what kind of caster?

Spells that LOWER the relevant stats of your opponents work quite well, I've found. Cloudkill is a nice one for lowering those fort saves, for example.

touch of idiocy can lower peoples saves (especially palies).

Although personally, for your level, I like waves of exhaustion.

Waves of Exhaustion
Necromancy
Level: Sor/Wiz 7
Components: V, S
Casting Time: 1 standard action
Range: 60 ft.
Area: Cone-shaped burst
Duration: Instantaneous
Saving Throw: No
Spell Resistance: Yes
Waves of negative energy cause all living creatures in the spell’s area to become exhausted. This spell has no effect on a creature that is already exhausted.

Exhausted: An exhausted character moves at half speed and takes a –6 penalty to Strength and Dexterity. After 1 hour of complete rest, an exhausted character becomes fatigued. A fatigued character becomes exhausted by doing something else that would normally cause fatigue

mmm.. exhausted foes.. lower reflex save, lower ac, lower ini, lower ability to deal damage with weapons, lower speed... it is just so good!!

And no save ;)

Check out Complete Arcane for the spell Sword of Deception. Deals damage as well as a saving throw penalty for each hit. It can make a full attack to deliver more than one attack per round. The saving throw penalties are cumulative to a maximum of -5, and reset after a saving throw in a dangerous situation is attempted. Lasts 1 round/level. no saving throw against its effects, and is 5th level.

Ugg.....Mind Fog. Now there is a silly spell.

Definately.. if they fail the save you were better off just having cast a will based spell to hurt them in the first place, if they make the save then you basically didnt do anything at all as it has no secondary effect.

At least it can hit multiple foes, but it can also hit allies and it is enchantment (compulsion) [mind effecting].

It is pretty crazy overall.
