This feat is a prerequisite for the Truth Seeker prestige class. It's the only weak prerequisite for the PrC.

The +4 bonus might have been useful for a low-level rogue, but by 6th-level you have better options.

The reason why I like this feat is because if an enemy is flanked by two people, he is also considered flanked by everyone who threatens him.

I gave it an average.
At first look I thought it was of too limited use. But in a recent campaign my Rogue took it along with the parties Monk.
Combat reflexes as a requirement was no problem since it was a useful feat for both of us.
With his incedible movement and mobility we were flanking in almost every combat.
His to hit was in need of a boost and the extra +2 to hit negated my -2 for two weapon fighting.
We could almost always hit with our first attacks but the iterative attacks were sorely needing a boost and here it was.
Since we just recently hit epic levels it is nice having a better chance to hit with up to 8 sneak attacks in one round WITHOUT haste.

While I agree it is of limited use for all characters but in our case it was wonderful.
