From the PHB: "If you are making a melee attack against a creature, and an ally directly opposite you is threatening the creature, you and your ally flank the creature. You gain a +2 flanking bonus on your attack roll."

Lashers may threaten with their weapon.

The lasher may allow someone else to qualify as flanking.

The lasher will not get the bonus.

The PCs in my game fought a tribe of Bugbears, lead by a Bugbear with one level of Rogue and two levels of Barbarian (as I recall) to meet the requirements for the class, then like 5 Lasher levels. He had a +2 Mighty Whip Dagger (+2) and was pretty damn bad-ass. The PCs were very impressed.

They didn't have too hard a time with him, since they were able to gang up on him, but he took the Cleric's weapon away, and annihilated the Cleric's summoned Celestial Bear in one round.

It's an example of how badly we need a character generator with a decent interface that knows all the rules. It took me, like, 2 hours to put Biter (as I named him) together. If there were an app that would let me just drag the race and classes (and PrCs) I want into place, and then tell me what requirements I'm not meeting and suggest classes to fix that, I'd pay $100 for that piece of software in a minute. So would the other 3 GMs in my group.

Acaulty since it states that the Lasher gets its Sneak Attack when it Flanks, tells me that it can Flank and get the bonus for Flanking.
 

The lasher threatens withing 5ft, so we allowed him to flank. It worked perfectly fine. This is a good, solid class full of flavor and fun.
 

I think everyone could enjoy playing a lasher. A class that makes an otherwise unusable weapon something interesting and versatile is what prestige classes are all about. Its too bad that all S&F classes were made before the 3rd edition rules were finished. Of all the class books, S&F could most use an update to 3.5e since it was written as a 2.9e supplement.

A good prestige class gets something useful at every level which is something the lasher achieves. I'm surprised the lasher didn't get more 10 ratings.

Yup :) A Bugbear Rog1/Brb2 has a BAB of +4... Lasher needs +5... :)

The lasher, it is implied, can threaten with a whip.

The lasher is using a projectile weapon, not a melee weapon.

The lasher can be in flanking position without making a melee attack.

Therefore, the lasher can, indeed, sneak attack, but not gain the +2 bonus.

Interpret this as you will.

Logic supports you if you give the lasher the bonus.

The rules, as written, do not.
 

This PrC is also an interesting option for charactures playing a race that is Tiny or smaller. Since they don't naturally threaten an area, range is a great benefit (because it's small, I believe a tiny character could wield a whip two-handed. Alternatively, you could create a tiny version with 10' reach). Also, since most creatures that small have a strength penalty, sneak attack damage is almost a necessity.
