Legally the feat doesn't...but I once played in a game where we had a house rule that allowed far shot to modify point blank shot (and since it was 3.0, we also modified weapon spec to allow an archer to gain the dmg bonus at all ranges...otherwise, the archer was getting screwed in comparison to all the other fighters). The house rule did not break the game or anything. After all, the far shot feat would only add another 15 feet to point blank shot. Most critters can charge for at least 40 feet, so it doesn't really make the archer safer.

Weapon specialization is already independent of range. Limiting that would have been a house rule to begin with.

In 3.0, weapon spec was limited to 30 feet. We thought this was stupid, and WOTC seems to have agreed, as there is no maximum range for weapon spec in 3.5.
