Point Buy, could ya give me a hand?

It's been so long since i've done point buy, and now I don't have a DMG, could someone tell me how it works? I'm thinking it's 1 for 1 up to 13 then 2 for 1 for 14 and 15, then so on and so fourth. So for example 9 points would buy me a 15, and 18 points would buy me a 16. Is this right? or am I off.

Start at 8.
1 for 1 for 9-14 (14 is 6 points)
2 for 1 for 15-16 (16 is 10 points)
3 for 1 for 17-18 (18 is 16 points)
