Point Buy for High Powered

Just trying to build a character while at work and don't have my books with me. Is the number of points for High Powered Campaign 32 or 28?

I also can't remember how many points per stat increase. Thanks to anyone that can help!!!!

32 is probably the better choice. 28 is fairly average.

8 - base
9-14 - 1/pt
15-16 - 2/pt
17-18 - 3/pt

I DM a high-powered game, and we're pretty happy with 32 point buy.

The extra stat boosts effectively add ECL +1 to the PCs, but that's sort-of the point of high-power. :)

32 isn't really even all that high powered, in my opinion. The problem with point buy is that it isn't designed for high powered games. Having 18 16 14 12 10 8 is 38 points, and really isn't much different than 16 14 14 12 10 8 which is 28 points.

If you really want a high powered game, make all the stats 1:1. 8 is 0 points, 14 is 6, 18 is 10. Now give 'em 32 points and see what they do.

We use 32 points in a high powered game. Our characters in that game are heroes. There is a difinitely a difference from 28 point games. In general for a 32 point game characters are not general going to be below average in anything. An additional +1 ECL is definitely needed for a challenge to such a group of characters.

I consider 32 PB shy of being a +1 ECL. It's not quite enough to make up the difference. My guidelines are--

25 PB: Low Powered Campaign
28 PB: Typical Campaign
32 PB: Tougher Campaign
36 PB: High Powered Campaign (or +1 ECL)

+1 ECL for 4 extra points?! That's the difference between having a 14 and a 16. Is +2 to a single stat worth +1 ECL? No way! There is never a time nor a character that I would trade a whole level for +2 to a stat. Look at the +1 ECL races - Aasimar has +2 to two stats, instead of balanced stats, and gets a bunch of very useful special abilities. That's +1 ECL. +2 to one stat is practically negligible. Sure, it could be +4 to one stat, but only if it was a dump stat in 28 point buy.

Maybe I have a different definition of high powered, but if 16 14 14 12 10 8 is typical, I honestly can't see how 16 16 14 12 10 8 is at all high powered.
