Well yes, but that doesn't make a difference, since your new character will also have 25 PB :) Plus, my way of calculating (take the average stats and find the PB for that) does not give the average PB, since it models a character who didn't have to pay extra points for any of their stats. If you calculate the average across all PBs, it is above 28.

When you invoke the Hopeless Character Rule to discard your failed point-buy attempt, are you required to notify the DM?? I'm worried that I may not be in compliance.

Average characters are the equivalent of 15 point buy - wouldn't 25 point buy then be considered a generous allotment? Perhaps by "above average" you are referring to 25pt buy default array as the average? If this is the case then it really comes down to the specific campaign to determine average because in mine, few people get the privelege of having 25pt buy.

With 4d6 drop, that isn't the average at all. Even with 3d6, the average Point Buy is higher than 15 (because you took the point buy of the average instead of the average of the point buy if you get what I mean).

Yes. And that's also the average for 3d6. Unfortunately, as I showed by doing it for 4d6, taking the PB of the average roll is not equivalent to taking the average of the PB.
