Population and GP/Spellcaster Limit/Availability

1) is there a table on the SRD or somewhere else that gives the GP Limits and Highest Level Spellcaster by Population?

2) if not, can someone tell me what the GP limit and Highest Level Spellcaster there is in the city of Gryrax in the County of Ulek in Greyhawk?

Check out the DMG, pages 137-140.

Gryrax has a population of 27,500 according to the Living Greyhawk Gazetteer. This makes it a metropolis (DMG pg. 137). A metropolis has a GP limit of 100,000gp.

To determine the highest level NPC by class, use the charts on pgs. 139-140. The community modifier for a metropolis is +12. Thus the highest level wizard would be level 1d4+12 and the highest level cleric would be 1d6+12.
