Population in cities/villages/etc. Does the number include farmers etc. outside?

I was just wondering if the figure given for population numbers of villages/towns/cities in the DMG is just for folks *within* the boundaries of the town (ie. the wall, if it's a walled city), or does it also include all the farmers and rural folk in the outlying area that support the town?

Short answer: Just inside the town itself.
