The text of the Brew Potion feat merely states that you can brew a potion of a spell that targets a creature; True Strike targets "you", and since "you" are a creature, the text of the feat doesn't prohibit it.

You should, instead, be telling people "Check out 'Magic Item Creation: Creating Potions' in the DMG", where it specifies that spells with a range of Personal cannot be made into potions.

Can you create an "elixer of true strike" using the craft wonderous items feat, using the table 7-33 on pg285 (DMG) under:

Single-use, use activated -> spell level x caster level x 50.

Thus would "an elixer of true strike" not cost the same as potion of a most 1st level spells ie 50gp

Sure you can, as long as your DM allows it.
