Power Attack & Improved Combat Expertise at Epic levels

I'm not sure if I've got this right, so I'm asking the collective: how does Power Attack work at Epic levels?

Let's suppose that at 20th level you had an AB of +18.
You're now 30th level and so have an EAB of +5.
You've also taken the Epic Prowess feat twice for +2.

For how much can you Power Attack? +18? +20? +23? Or +25?

Does the same apply with Improved Combat Expertise?

POWER ATTACK [GENERAL]
Prerequisite: Str 13.

Benefit: On your action, before making attack rolls for a round, you may choose to subtract a number from all melee attack rolls and add the same number to all melee damage rolls. This number may not exceed your base attack bonus. The penalty on attacks and bonus on damage apply until your next turn.


Epic Attack Bonus: Similarly, the character’s base attack bonus does not increase after character level reaches 20th. However, the character does receive a cumulative +1 epic bonus on all attacks at every odd-numbered level beyond 20th, as shown on Table: Epic Save and Epic Attack Bonuses. Any time a feat, prestige class, or other rule refers to your base attack bonus (except for gaining additional attacks), use the sum of your base attack bonus and epic attack bonus.

So for the purpose of the Power Attack feat, the number may not exceed the sum of your base attack bonus and epic attack bonus. Assuming your BAB is 18, the sum of your BAB and EAB is 23, so your Power Attack number may not exceed 23.

Epic Prowess merely given a +1 bonus on attacks; it does not increase your BAB or EAB.

Thanks. That rather nerfs Epic Prowess, doesn't it? +1 to attack seems not much for an Epic feat (even if it is all attacks).
