In the case of reproducing feats, skills or spells online, it does. It allows somebody to enhance their character concept without buying the product in the first place.
"Fair Use" never, ever applies to a situation where the usage negatively affects sales of the product. Fair use means that if you purchase a book, you can photocopy passages out for your use, but not somebody else's, for instance.
