D&D 5E Powerfull ROGUE ???

Isn't a lot of this example predicated on the barbarian being kind of an idiot? If someone is shooting at you, and you can't see them, your move action should be to get the hell out of there, not stand around and keep looking.
What the move action should be is also dependent on NPC/PC's priorities and the amount of risk they deem acceptable. If survival is number one, simply retreating is a very valid choice; however it is entirely possible that the character has priorities that trump survival (duty, revenge, monetary gain, etc) or a low aversion to risk.

The barbarians intelligence should certainly factor into his choice of action; but running a circle around the object your quarry just hid behind is a fairly simple concept.

Being able to hide isn't based on cover. It's based on obscurity and whether the person trying to hide is lightly obscured or heavily obscured. Half and 3/4 cover, by itself, doesn't provide obscurity.

Also, a passive perception check doesn't use an action, that's why it's called a passive check.

Barbarians can always do a perception check as a Swift Action. It's part of their primeval awareness.

Also, keep track of how many times the rogue uses Sneak Attack it's only usable a number of times a day equal to half their dexterity modifier. (Phb page 128)

You're not correct. A rogue can make a sneak attack once per turn. All they need is advantage on the attack roll or an enemy of the target to be within 5 feet of it and you to not have disadvantage.

But it is ironic that you listed page 128 as a reference to that [fictitious] rule. It's the background entry for Charlatan. ;-)
