So by the words of this, if one spontaneously metamagiced a Scorching ray spell and had SA dice, one could get SA dice on each ray since it's now a FRA and the condtions were appropriate?

Yes, I did. Using a second weapon instantly causes the other weapon to be wielded, mathematically, equally poorly as it would if the weapon were improperly sized for you (-2 every attack). If you used a one handed off-handed weapon, the penalty is equivalent to the penalty for doing nonlethal with a lethal weapon. If you lack the Two Weapon Fighting feat, the penalties are actually even worse than the -4 for doing nonlethal.
