Prepping a Wilderness Exploration Hex-Grid Map with Curated Randomization - Seeking Advice

I have a desire to design out a tabletop game that captures the essence of the game "Dwarf Fortress" (for those familiar with the concept/game).

For context, I wrote a short story that some of my players really liked and I think I could turn it into the premise of my next campaign. I'm looking around for dice tables, rules, and the like for:
  • Building and contributing to a settlement
  • Exploring abandoned ruinous wilderness
  • Emergent story-telling from randomized lists of reasonable (and maybe a few unreasonable) encounters, both social and combative.
  • Mechanical incentives to track food, water, supplies, and/or trade (on the fence on this one, I don't know if my table are the 'bean counting' types but I think we could get there if I made it fun, and I think it would enhance the roleplay if run the right way).

If you all have any recommendations, I'll look at them! Likely going to run this in my homebrewed/house rules system so any system/system agnostic rules are equally valued here!
