Prereqs of Complete Warrior 'no power attack' feat?

I'm in the middle of a session and need the info on that feat from Complete Warrior that lets you ignore bonus damage from your opponent's power attack. Could someone post it for me, please?

Elusive target requires Dodge, Mobility, Base attack 6.

Also note that the "negate power attack" maneuver only works against the subject of the character's dodge bonus.
