Actually, it is there to provide as an option for the DM. The prestige classes are there for DM to make them campaign-specific, despite their generic nature (DM can always tweak it to suit the flavor of his campaign, though).kreynolds said:

IMHO, prestige classes should be optional and at the discretion of the DM, despite their tempting flavors and the flood of these classes since 3e was introduced two years ago.
(Unlike 3e, d20 Modern is making prestige class as part of the standard rules and encourage taking them at an early development like 3rd or 4th character level.)
