IMHO turn undead without the destroy ability is still quite powerful: i meant to have something much more defensive, open even to all classes. You're right saying that the CD is too high, perhaps 10+CR instead of 15 could do better the job.
A Sorcerer with his strong will could want to take this feat to protect himself if things goeas wrong... and besides for a priest could be a feat prerequisite to take the "real" Turn Ability, as a chain feat.
Just random thoughts that need to be refined, but i really think of it of a show of will, more than a god's intervention. In fact there are not many god caring about undeath or whatever i've included in the list, and when there are some, they will boon their priest with the turn undead ability (as a domain power), or Turn elementals or Plant, or....
