FWIW, Hammer Fall was a little underwhelming to begin with. Interesting that they so clearly trumped it with Brutal Slam, though.
And the two Phantom Beast powers actually work kind of differently. One is an encounter power that basically just grants phasing for two rounds; the other is a daily that gives you phasing and insubstantial, but only during your turn, and for at most half your turns during one entire encounter.
The new one's a lot less fiddly, but insubstantial can be pretty nice even if you're really only getting it against OA.
