The Dagger of Time

This jeweled, elaborate +1 Dagger has a variety of incredible powers. Four times per day, the wielder can reroll any roll even after the results have been determined as long as it directly affected him, even if he didn't make the roll - For example, if the wielder has been killed by a failed saving throw, he may reroll it even after his death, and if he is killed by a sword wielded by another, he can reroll the damage so that he can survive it. Additionally, four times per day, it can inflict Temporal Stasis (DC 23 to resist) on any target struck in melee - However, this statis only lasts 1d10 rounds.

How much should this cost?

The granted power of the luck domain four times per day and a limited duration Temporal Stasis?

That's a really, really powerful blade.

You could price the Temporal Stasis power as something along the lines of a vastly improved Spell-Storing enchantment. That *still* falls far short, though, as the blade itself is providing the spell. Even though the spell is dramatically reduced in duration.

Really, I don't think you can come up with a reasonable price for this blade. I'd say it's an artifact created by a god of luck and time and let it go.
