Proficiency Bonus applies to Melee Attack Powers?

This is probably obvious and I'm just missing it, but does the + from weapon proficiencies also apply to a Melee Attack Power? I assume so, but can't seem to find it in the rules.

For example, on page 77 is the Fighter power, Cleave. It's "Attack" is "Strength vs. AC". I've been going through the rules for where it says that it's actually Strength + standard weapon bonuses vs. AC.

If that's the case, do you happen to know where that rule shows up in the book? Thanks!

Any power with the Weapon keyword gets the benefit of proficiency bonus.
