No, PHP. PHP is a programming language. vBulletin is written in it. PHPbb is a totally different messageboard system, which also happens to be written in PHP.

MySQL is the database behind both messageboard systems.
 

Specifically, PHP version 4.x. Vbulletin 3.5 (which is in beta) and the next major update to the boards will be written in OOPS standard using PHP 5.0 (OOPS stands for Object Oriented PHP Script). Note that this is still in the early planning stages and I will be performing at least 2 more incrementals to the current code branch before beginning work on that branch.

MySQL is the databasing system, specifically MySQL 4.0.x. When we go to vbulletin 3.5 we'll also go to MySQL 4.1 which features, among other things, faster full text searching algorythms.

Thanks for all the info. I will check out both bb systems. I am trying to set something up similar to EN World in format but for a completely different application (nothing to do with gaming). If anyone has any suggestions or pertinent experiences, please don't hesitate to share.
 

If you're dabbling, use phpbb first. Vbulletin, though a better product, also costs $160 - money you shouldn't commit until you know your project will be long term IMO
