Psionic feats for those without power points?

How do psionic feats work for monsters? For example, the Cerebelith has the feat Quicken Psionic Power, but does not have any power points. Does he just use one power per round as a free action?

I always guessed it was a perk of having the psionic template ... they get a free qualifacation, kind of like being able to manifest powers but not have power points.

I suppose that is how it would be, yes.
Or use the variant from the errata, so that it can quicken three powers per day.
