Psionic level drain?

I am running a 1920's-era modern adventure this weekend and one of the characters is going to play the old old old gun-slinger type character... he would have been, at one time, one of the "fastest guns in the west"-- but, somehow, he has lost his powers...

Without giving too much away to the people that are playing with me this weekend, I'm looking for a psionic creature that does some sort of level drain...

Any suggestions?

I have played the same charachter in Chuthlu -
he had lost his powers do to age - In the old system you could be really good in one skill, but suck in hp, and all other skills, so it was fairly easy.
I think he had a 90% handgun skill, but a str of 3 (human minimum) and stayed in a wheelchair most of the time. He could take one shot, then fall over or drop the gun. But that one shot would hit g'darnit! he was the only survivor of 2 games. As he had tons of will, and had seen lots of violence in his time. The fact that he was never first to go anywhere didnt hurt either.

As to your question - no there isnt - mind wipe is the psionic enervention but there is no permenant one - Apositi (9thlvl) removes psionic powers and Psyhic Cirrugrey (9thlvl) can restore lost levels and powers but not take them. Just make somthin up - prolly undead.
