Malessa, HellHound's printers are right.

But you could try increasing the size of the page by .5" in both directions, without increasing the size of the graphic.

So you would have a 9" x 11.5" document, with an 8.5" x 11" graphic in the center of it, and MS Publisher will think it has a .25" non-printing border.
