Well, I feel being paralyzed should draw AoOs every round from anyone threatening you. But this does not happen purely for game balance reasons, namely not to hose the helpless any more than they already are.

The psion is lucky he didn't do a coup de grace.

A paralyzed character is helpless and can be cdg'd.

Now you can't cdg as an AoO but. . . .

And yes per the RAW it does generate an AoO

New feat:

Kick'em While Their Down

Benefit: All paralyzed, helpless, or unconcious foes provoke an AoO from you whenever they are within your threatened area, once per round.

I've always thought it was very odd that jumping up and down like a fool due to Irresistable Dance causes AoOs, but standing completely still (and presumably even more vulnerable) doesn't.

I would rule for an AOO, as the power tends to have a manifestation as it is brought into the world - flash, smoke, etc.

Think Jean Grey not Susan Storm.

DC15 concentration check for the psion to suppress the displays. I've rarely seen them actually happen when a psion doesn't want it.

You might wonder how, exactly, such a psion might manifest a power defensively when he is paralysed!

I don't think the interaction between AoO and paralysis makes any sense as it stands, to be honest. It just isn't really covered.
