Proabably has something to with the Wizards only text next to the spell summary list for Rary's and the Level: Wiz 4, as opposed to Sorc/Wiz in the spell entry. So I can see why folk might get the idea that only a wizard could benefit from the spell's casting. It's only that Wizards are the only ones who have access to the spell is all.
If another caster with UMD or some other ability to cast the spell, I don't see anything in the spell description that would prohibit them from benefiting from it. Anyone?
