[Q] Does Holy Avenger do extra damage for non-weapon attacks?

I've got another question, maybe I'll start another thread, but asking here for now:

Is there anything in 4E's rules to indicate that a Cleric couldn't use a Holy Avenger, particularly a melee-build Cleric, and get all the benefits that a Paladin does?

Because despite all the chat and text about "Paladin this, Paladin that" in the Holy Avenger-related text, I don't see ANYTHING which says "Paladin only" or "Class: Paladin", and clearly the Cleric powers work pretty much exactly the same way as the Paladin ones.

Yes - Holy Avengers are specifically Paladins only. There is an entry in the Paladin class that says that they are allowed to use a HA with any of their powers with the Implement keyword. This is breaking the general rule (that you need, well, an implement to add enhancement bonuses to an implement power).

The cleric has no such phrase in its description, so it cannot use a HA with its powers.

Now, a Paladin who multiclassed to cleric and uses a cleric power with the implement or radiant keyword(s) - does he get to add the bonus? What about a cleric/paladin multiclass? My gut says yes to both, but I don't have my books with me.

Not necessarily correct. The entry for the Holy Avenger states:

Special: A holy avenger can be used as a holy symbol. *snip* You do not gain your weapon proficiency bonus to an attack roll when using a holy avenger as an implement.
