Question about allies

I'm sure this has been asked before but I haven't seen it. For powers that allow an ally to do something or give an ally a bonus, does the character using that power count as an ally, or can they really only use it on others.

Specifically, the Paladin's Judgement power which lets one ally within 5 squares spend a healing surge if it hits. Can the Paladin heal himself this way?

Based on what I saw in one of the preview articles (I believe it was the one on feats or something about powers - i'll try and see if I can find the source), there is a specific definition for ally under targets. In that, ally are friends and does NOT include yourself. For that it would say "you or an ally"
 

There is some powers that specifies you or and ally, and some that specify an ally. In other words, you are not your own ally.

Lay on hands say you spend a healing surge and not your target, but I think you can be the target for lay on hands anyway ;)
