Question about Death and Dying

Ok, just noticed this last night when running KotS's Kobold lair.

I got the death saving throw thing. There is no more stabilize yourself except on a 20+.

9 or lower you get a check, you get three you die. You keep rolling until you get 20+ or someone stabilizes you.

Ok, under the Heal skill, First Aid section you can do three things, I'm not worried about the third right now. But here's my question. The first thing you can do is allow someone to use their Second Wind. This is a DC 10 check. The second action is Stabilize the Dying, a DC 15 check that allows the dying character to stop making death saves. If a dying character has not used his Second Wind, could a character use a DC 10 Heal check to allow him to do so? I don't see anything that says he couldn't. Or would the character have to be stabilized first?

If the first action could be used on a dying character I don't see any reason why anyone would ever take the stabilize action that has a higher DC unless the dying PC had already used their second wind.

You can stabilize them if they have already used their one Second Wind per encounter with a DC 15 Heal Check.

If they have a Second Wind available, they can use that with a DC 10 check.

Each has a purpose.
 

Or if you just don't like the downed member at the moment and would prefer he stay unconscious for awhile.

But yeah, triggering the Second Wind is better only as long as it is an option.
