Question about solid fog

I can't say for sure, but this line from the SRD (my emphasis):

...the solid fog is so thick that any creature attempting to move through it progresses at a speed of 5 feet, regardless of its normal speed
Indicates to me that you could move a total of 10 feet in the round.

Well if that's the case, you could therotectically move 20 feet by running. Now, common sense would suggest it counts as difficult terrain, but that's not letter of the law.

"You can't run or charge through any square that would hamper your movement" (PHB, pg. 163).

Since examples of things that hamper movement include poor visibility, Solid Fog is included in the category and makes running impossible.
