Indicates to me that you could move a total of 10 feet in the round....the solid fog is so thick that any creature attempting to move through it progresses at a speed of 5 feet, regardless of its normal speed

Since examples of things that hamper movement include poor visibility, Solid Fog is included in the category and makes running impossible.
