Question About Touch Attacks

Can a wizard deliver touch attacks with a quarterstaff? I could have sworn I had read something about that in the 3.5 PH, but I wasn't able to find anything about it in the PF Core Rulebook.

If a wizard can deliver a touch attack with a quarterstaff, can he add its enhancement bonus to the attack roll? What about with a ranged touch attack?

I appreciate any help. I'm trying to decide if I should take "Craft Magic Arms and Armor" at this level (5th), or just wait until later.

Not in any way I know of.

Now in 3e, after casting a touch spell, he caster could "hold the charge" and then make an unarmed melee attack / claw attack, which would have to hit normal AC but would deal punch or claw damage and have the spell also trigger because the punch/claw hit.

Few people used this because it took time to set up and if a critical hit was scored, the melee attack, not the spell, would be doubled.
 

The closest I can think of getting to that is things like Arcane Strike or taking levels in SpellSword (or any other way to store & channel spell energy).
