I agree that its not moving. I just think of the idea of pulling your cloak around you like in some movies i've seen and being able to not get burned enough to take real damage. Or in some cases cover, or a shield, or any number of things. The problem is the thief would know it better than we can think of it in real life. Thats why he can do it and we can't! Not that too many fireballs are shot at my lately, but YA NEVER KNOW!
