Question regarding the 4e licensing, etc

Admittedly, I don't know much about the licensing situation for 4e. I read a lot about the 3e licensing long ago when it was new at the time, but that has long since left my memory.

So my question is this... I know that no 3rd party 4e products can't be released for sale until later this year, but what about free stuff? For example, is there anything wrong with creating a new monster with stat blocks, etc and releasing it as a free PDF? I'm guessing not, but it would probably have to be without the d20 logo etc?

There was much I wanted to do with 3e, but I had a hard time wrapping my head around exactly what I could and couldn't do so I avoided it for the most part (with the exception of a few adventure modules done with some other people).

Point is, I was wondering if I could get that answered (specifically about free releases of things such as new monsters, etc) and if someone could briefly fill me in on the general situation regarding free releases, etc.

Thanks,

---edit---

I'm not entirely lazy (lies), so a link would be cool as well to information about it, as long as it's not mostly legal jargon

We are excited to announce that the Dungeons & Dragons 4th Edition Game System License will be released early next week.

The license with accompanying System Reference Document (SRD), Statement of Acceptance (AKA confirmation card), Compatibility Logo, and FAQ will be posted to http://www.wizards.com/d20 and will go live immediately upon publication. The license, logo, and acceptance form will be posted as downloadable files.

Anyone wishing to participate in the D&D 4E GSL will need to fill out a Statement of Acceptance and return it by mail to Wizards of the Coast.

We are also working on a new fan site policy, to be made public at a later date.
