Question: Scimitar Dance

I was checking the PHB and I found the much celebrated feat Scimitar Dance. in the PHB it says:
If you miss with a melee attack with a
scimitar and you wouldn’t otherwise still deal damage
on the miss, you deal damage to your original target
equal to your Dexterity modifier. This damage receives
no modifiers or other benefits you normally gain on
weapon damage.
It says that the damage from DEX doesn't stack with anything, but if I was a ranger that took the Stormwarden Paragon Path, would I be able to do Scimitar Dance damage in addition to my Blade Storm?
The Blade Storm Def. from the PHB is:
As long as you are
armed with a melee weapon and are capable of
making an opportunity attack, one adjacent enemy
(your choice) takes damage equal to your Dexterity
modifier at the end of your turn.
Last Question: obviously blade storm does damage at the end of my turn, but when does Scimitar Dance deal the damage?

They would not stack, as they are seperate instances of damage. The scimitar dance damage comes into play when you miss (ie its part of the attack action). The Blade Storm happens at the end of your turn. So in answer to your main question yes you can use both, guess what paragon path Drizzt has...
