Questions - Attacking while 'Blind'

Well according to the post I saw above, it says half speed. Now is that wrong, does it say somewhere simply hampered speed or does it actually say half speed?

Shilsen posted a reference to the PHB glossary entry for "half speed" that states the rule incompletely. (I assume this is what you're talking about.) The actual rule appears on page 144, and states that hampered movement prevents 5-foot steps.
