Quick Crafting question

Ok im probably missing the obvious here (I ususaly do) but in our game tonight the question was raised: What crafting skill would be used to make lockpicks?

As they are metal tools, it falls under smithing (presumably blacksmithing.)

I would also bet that allowing their crafting through Craft (locksmithing) would also be fairly acceptable.
