Yes those restrictions apply.

Unless the GM provides a background to provide equipment to the PC at less than licensed cost (typically, that would mean the PC is part of a military or paramilitary unit), the cost of all equipment the PC starts with also requires paying for the license.

In terms of restricted, military or illegal gear, the cost is modified by the black market multiplier in accordance with the GMs direction (and discretion).

Yes and No.

Yes in that you have to pay the associated licensing fees for equipment when making your PC. So if you want your character to have a heavy blaster pistol, you'd have to pay the licensing fee for a military weapon (whether that license is legitimate or faked is between the player and the GM). Granted, I know a lot of GMs (myself included) waive the license fees for beginning PCs, especially if they're first level since that can eat up a lot of credits, especially for a 1st level Soldier.

But No in that beginning PCs don't have to worry about making any associated skill checks; it's assumed that you've already passed them (or had a friend/superior do it for you) in your character's backstory. Nor would you have to pay any black market costs (unless your GM is being really cruel) as the licensing fees pretty much cover that.
