I read a review of Spycraft 2.0, and it seems that they created a system of creating NPCs on the fly by choosing a difficulty and cross referencing it with a chart based on PC level. This method sounds really interesting. I can't tell you the number of times when the DMG tables don't really suffice for instant NPC creation in my game and was wondering if any simliar systems have been constructed for D&D.

While I agree the tables in the DMG do leave you hanging short, the system in Spycraft just didn't suite my style/desire for detail (Everyone is different though). *chuckles* I was pretty greedy, I wanted professional looking NPCs without taking a few hours. It has taken 18 months but I think NPC Designer does a pretty decent job of it.

Oy thats no help at all - I generated 2 NPC 15th lvl clerics - neither had concentration as a skill, one had a 19 str but no combat feats.
No spells or magic items.
I guess you can use it for stats, but all the work is left to do.

The PHB II has quick spell lists in the back, which look handy, if not used too frequently.

What I use for stats is normally the Elite array, arranged thoughtfully, then roll a few d6
1= +1 str, 2=+1 dx etc. Leader types get either +2 or +4 to Chr if it is not used for class abilities.

It still takes forever.
