I think a flying tackle is best represented in the rules by a charge attack followed by a grapple.
Tor will therefore, if he goes before his target, travel up to 80' toward him and then attack.
Touch attack:
1d20+7=22
Grapple Check:
1d20+7=12
The grapple will provoke an AOO from Dak, though if he is flatfooted and doesn't have combat reflexes he won't be able to take advantage of it. If Tor is damaged by the AOO, the grapple automatically fails.
If Dak sees Tor coming and moves first Tor will chase him at his best speed (running if possible, double move otherwise.)
If, and only if, Dak acts first and runs away Tor will shout after him as he gives chase "Halt! For crimes against the people and merchants of Ravensdale, you are bound by law! Surrender or force will be used against you!"
Tor's preference is to have Dak knocked to the ground and grappled before giving himself away, but short of that he wants to be as clear as possible who the good guy is in this little public brawl.
edit: Probably moot, but I didn't include the charge bonus on the above rolls.
