I forgot most wizards aren't proficient with bows. I'm playing a custom class in my DM's world (damn good world too) and I'm human, but from a culture that rarely uses the iron it trades for on crossbows. My weapons are otherwise wizardly, but I've got bow proficiency, and rapid shot is useful to me.
I guess elven wizards in a staple campaign could take rapid shot and use it well. Still, Precise Shot is a better choice if you expect to use rays often.
