Sure dire wolverine strike says you have to be wielding two weapons - but I've seen many people agree that you're always armed with an unarmed strike, regardless of what's in your hands. In all the ranger powers, this is the only one that lets you ignore your offhand entirely: most of them require you to alternate between weapons or some such thing.
I don't see how your tempest fighter comment makes any sense at all...
The OP about Dire Wolverine Strike said "two-hander and unarmed". I took two-hander to imply a two-handed weapon. If you're wielding a two-handed weapon, you don't have an "off-hand" because both hands are holding the weapon, therefore you can't be wielding two weapons and use Dire Wolverine Strike.
The comment about the Tempest Fighter was just saying that they're the only class/build that usually wields two weapons at once. However, I guess anyone that multi-classed to Ranger could choose to wield two weapons, so yeah, it's a bit of a non-point.
