Rangers and Heavy Thrown Weapons

Does anyone think it would be overpowering if a Ranger could use Strength instead of Dex when using ranged attack powers with heavy thrown weapons?

I don't see anything gamebreaking coming of it. The two sword ranger can use his strength bonus for a ranged attack this way, but only at the close distance that heavy thrown weapons use.

Is that true? The sidebar on PHB p. 216 says that you use the ability indicated by the power. It's only when you make a basic attack that you would use STR for your attack roll.

I'm still confused though. When would you ever apply your STR bonus to damage rolls for a thrown weapon?

Maybe I'm missing a subtlety to your point here, but:

Heavy Thrown: You hurl a thrown weapon from
your hand, rather than using it to loose a projectile. A
ranged basic attack with a heavy thrown weapon uses
your Strength instead of your Dexterity for the attack
and damage rolls.
