I agree that your DM is blaming the setting for his own inability to create a power balance in the game. Should Midnight be challenging? Most certainly but some of that challenge comes from non-monster/npc sources... finding enough food and water is an issue that should be driven home in a Midnight campaign. What happens when your sword has been sundered? You can't just run down to the local weaponsmith to buy a new one. Let me guess... EVERY time anyone in the party casts a spell an Astirax just so happens to be in the vicinity.

Rotten DMing in my opinion... the setting doesn't matter. He could have ruined Dragonlance or Eberron just as easy.
 

This certainly seems more like a DM issue than an issue with the campaign setting Midnight. While I have never played Midnight, from the sounds of this thread it would best be DM'ed by a somewhat experienced DM to convey the proper feel of the world.
