Its a party line...they can all talk at once or singly...but whoever's on the line can hear the others. No privacy.

Just my interpretation of "forges a link between 8 individuals"...

Only your DM can answer for your table.

At my table, by default it would go to everyone. If someone wanted to cast it in a way that allowed them to limit communication to a subset I would ask them to roll an arcana check while casting it. If they got a 20, I'd allow the subset for that casting. If they got a 25 I would allow them to do it for all future castings.
