Undead are immune to death effects (not all necromantic), ability damage to strength, dexterity, and constitution, and anything requiring a fortitude that doesn't affect objects or is harmless. Ray of enfeeblement is none of these as its a no-save strength penalty (not damage) in 3.5. 3.0 however gave a fortitude save to the spell. So...
3.5 Undead are affected by ray of enfeeblement.
3.0 Undead are immune to ray of enfeeblement.
