Regarding "Hit the Deck."

Do prone creatures get a bonus to reflex saves? If not, I don't see exactly why Vangkor gets a save bonus. Vangkor could cast a fireball spell when prone, couldn't he? I'm thinking he doesn't really have to get up the next round. What's your movement rate while prone, anyways? Can you take five foot steps? (five foot rolls?)

Yes, you could cast a fireball while prone. In fact, there are a number of reasons why a person might cast a spell while prone.

However, movement rate while prone is not good. You can crawl five foot .... I think that's just a move action. (I'm suddenly unsure. Full round?) You cannot take a "five foot roll/crawl", it definitely counts as (at least) a move action.

Hit the deck , is great. The other two I think would be better as feats, or be a little more specific about when they can be used. Other reactive movement options you could use might be improvised cover, you pick up a near-by stool and use it for cover. Or jump on table, rather than take a 5' step.
